For a long time TLS 1 and 1.1 have been broken. You can check by running an SSL Test at one of many test sites - for example https://www.ssllabs.com/ssltest/
If you're hosting your site in IIS, deleting them is pretty simple. You need to import the following Registry entries. You can do that by saving the contents in a text file with the .reg extension and double clicking them.
Obviously it's unsafe to just run scripts you find online on your servers, but you can check your yourself the contents of this file as it's plain text.
To disable TLS 1 and 1.1
Windows Registry Editor Version 5.00 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.0] [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.0\Client] "DisabledByDefault"=dword:00000001 "Enabled"=dword:00000000 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.0\Server] "DisabledByDefault"=dword:00000001 "Enabled"=dword:00000000 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.1] [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.1\Client] "DisabledByDefault"=dword:00000001 "Enabled"=dword:00000000 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Protocols\TLS 1.1\Server] "DisabledByDefault"=dword:00000001 "Enabled"=dword:00000000

To disable RC4 Cypher
Windows Registry Editor Version 5.00 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Ciphers] [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Ciphers\RC4 128/128] "Enabled"=dword:00000000 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Ciphers\RC4 40/128] "Enabled"=dword:00000000 [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurityProviders\SCHANNEL\Ciphers\RC4 56/128] "Enabled"=dword:00000000
